Ms. Heather Sproule, MSW Dr. Fred Mathews, C.Psych., Dr. Mathews is a Psychologist and Director of Research and Youth Justice Programs at Central Toronto Youth Services. He works as a consultant to federal, provincial, territorial, municipal and foreign governments, First Nations Bands, and to public and private sector agencies on a wide range of youth issues. Dr. Mathews taught for 10 years in the Graduate School of the University of Toronto. He has chaired, given keynote addresses, and provided over 500 workshops at local, national, and international conferences in Canada, the U.S., Australia, New Zealand and Venezuela. He regularly provides training to police forces, crown attorneys, probation and corrections officers, judges, teachers and school officials, social workers, and child and youth care professionals. He has authored over 50 studies, journal articles, book chapters, and resource documents on topics such as youth gangs, violence in schools, youth violence and aggression, street youth, crime prevention, child abuse, and male victims. Dr. Mathews has received numerous awards for his contributions to crime and violence prevention, community development, psychology in education, and children’s mental health. He appears regularly in the local and national media and is a vocal advocate for the needs of 'at risk' youth. Irwin Elman, M.Ed. In working with young people in our "systems" Irwin has aspired to these roles always with respect - borrowing ffrom the courage and hope of the young people he served to create innovative service in Ontario, Jamaica, Hungary, and Japan. Ms. Joan Marshall, BA, CGA Joan Marshall joined Central Toronto Youth Services in September 2003 as the director responsible for finance, administration and human resources. Joan is a Certified General Accountant and also holds a Bachelor of Arts (Psychology) degree from Carleton University. Prior to joining CTYS, Joan was the Accounting Manager at the Canadian Diabetes Association. She also has several years experience in the private sector working in the computer and advertising industries. After graduation from Carleton, Joan spent four years working for the Children’s Aid Society as a social worker. Her unique background as both a social worker and an accountant and allows her a good understanding of our agency and an ability to make a valuable contribution to the management team. ![]() |
